When the USA is willing to give up its own nukes (especially the nukes it has that target North Korea), and stops threatening to attack North Korea, then North Korea will be willing to give up its own nukes. Until then, North Korea will probably build up its military power (including developing nukes) in order to deter a U.S./South Korean attack.

The USA must stop being a hypocritical bully, in order to make friends with regimes that are currently enemies with the USA.
