Sad situation that these children won't get the education they deserve, but I have to side with the school district. First of all the expense of providing them an education is being born by the residents of the district and the additional students are likely using resources that should be going to the children whose parents live and pay taxes in the district. Educating children is expensive and it shouldn't be made more expensive by having to pay for children that not only do not live in the district but don't even live in the United States.
