You do understand of course that finding the US Army COE at fault really means that we, the US taxpayers, will be paying the bill. I love New Orleans, its one of my favorite cities in the world. But when you decide to live below sea level on the coast you gotta expect you are going to have flooding problems if a big storm hits. I really don't think taxpayers should have to pay for it. We have already paid billions to NO.

This decision makes very little sense to me. The ACE had its funding for NO cut drastically by several GOP presidents in a row - how are they responsible?

New Orleans is between the Ocean and a Large lake and it is below both of them and it has been for over 200 years. The city needs to be moved

or built up above sea level. Expecting everyone smart enough to live above sea level to pay for this is unfair!

They needed more levees built higher then they were to save the city.

The town planners should be held acountable for this disaster.. they know that state of affairs... and should of been ready in season and out of season... they need to be accountable..its that simple

The city IS below SEA LEVEL. However; the famous FRENCH QUARTER is not.
I agree. Do not live below seal level; however these people have been there for YEARS (generations) and if the G'ovt is going to ALLOW them to live there... that makes THEM the responsible party.
JUST FYI... THe 2 senators from Louisiana Mary Landrau-D and David Vitter-R) sent GW Bush a letter telling him the levees were weak and would sustain a Catgory 3 Hurricane and asked for funding. However; GW write them back stating that all the money was going to IRAQ. THIS HAPPENED in 2004.
IN addition, the people that live in Chalmette (St Bernard's Parish) have NOTHING to do with the Lower 9th Ward. THey DO live above SEA LEVEL. Their houses flooded b/c the City opened the levees to ALLOW Chalmette to flood in order to save N.O. However; the antiquated system was not working properly and many homes there were destroyed as well after the Levee's broke. (after the LEvee's broke, they had NO CONTROL.. could not stosp it.
