The money is coming from the Indian Studies Support Program, which is proposal-driven. It is not intended to repay the aboriginal school's debt or to cover operational costs.

Gee Whiz.... how about we give them the money we were going to spend on fancy dinners and first class air tickets for all those members of government who seem to have no problem paying their bills.
