I fear that this particular grass roots activism has a negative slant. I would like to see a push for sustainable.

Excellent example of a grassroots effort that worked! Unfortunately and understandably, it takes seeing your friends and family members die and fearing the same fate for yourselves and your children to get the ball rolling --but it can work. Kudos to the activists who brought this issue to the forefront and to Mayor Bloomberg who, although a billionaire and member of the 1% himself, chooses to use his wealth to ensure the good health of others.
