I;ve had friends who have worked in Cambodia. The corruption is ubiquitous. It is SOP in these countries from Thailand to Vietnam and everywhere else. Their definition of eminent domain and the interests of national security make W's pale in jaded incomparson. One of the best examples of a paranoid, sociopathic tin pot dictator was Marcos of the Philippines. Another was Pinochet or whichever; take your pick. Our modern history is full of them.
