Shell blames criminal damage for all the trouble. Criminal damage occurs because Shell and the rest of the greedy, myopic bastards won't take the time to educate and employ local people in the refineries and on the rigs; let alone help them to build an infrastructure. The people resort to trashing the pipelines to get free oil to sell for food or use for other purposes. It's not like they deliberately do it because of political reasons. It's Maslow's Hierarchy of Needs. STFU and pay the bill.
