Another corporate "loophole" it seems, this way they can be cited as being proponents of clean energy! Such shenanigans need REGULATION (I know, the corporate "R" word)!

Pretty disgusting alright bit of an understatement- "... wrong direction in terms of how to spend the money..." The British government approach is nothing more then an attempt to get it's foot in the door in these underdeveloped states. Same old same old big businesses exploiting the indigenous & stealing what is rightfully theirs'.

i'm not giving the british gov't a pass but in certain countries, it is hard to make them do what donations are marked to do. somali is an example of this.

Why aren't I surprised - it's usually par for course with Conservative governments that they ensure their sponsors are allowed to wet their snouts in a trough of taxpayers' money.

Is there anything that can be done about it?

This is the story of money. The greedy who have first access take it for themselves and it never reaches the intended recipients who need the help. Money is ruining his entire planet and life and the rights of all beings to live and die in freedom.
