But why isn't this in effect everywhere? How many people are killed and injured every year in this way? I just don't understand how it''s allowed.

I doubt there could be a more stupid,destructive,costly & DEADLY combination than phoning / texting & driving!

Ah...anyone on a cell phone while driving is a potential danger. The people who swerve right into my lane and then right back into theirs while not even noticing that I was right there because they're too busy talking on their phone are usually people later than their teens. Granted, new drivers definitely don't need the added distraction, but it's a distraction for everyone!
