I'm not convinced that he will actually accomplish anything to stop antisemitism in his country, but I wouldn't judge a politician for failing to address challenges on the spot in a speech. I suspect his speech was prepared beforehand to avoid gaffes, so while following his script, he could not address the cases individually.
