A $9 billion investment that would create energy savings that would avoid $25 billion in annual electricity supply costs and $2.4 billion in annual natural gas costs sounds like a no-brainer to me!

Fat chance. It doesn't matter how great the savings or what the benefits of clean energy are. It does not please the fossil fuel barons at all. After all, the Koch brothers have been proposing legislation to get people who use clean energy to pay taxes for it. This is not tax to be invested in clean energy, of course. No it is to compensate the Koch's and their fellow for lost revenue!
