What is wrong with those making these decisions? vote them out of office. Recall them. We need these low cost spay and neuter clinic's. They are very important. Whenever they have free spay and neuter programs in my city, people will line up the day before. A lot of people want to do the right thing, but just can't afford it.

What moron proposed this ruling? It had to be a vet who thought this was a great money-making proposition. Of course, the only ones hurt would be the animals.
