Joseph Ouimet, an Animal Control officer at the Wolcott Dog Pound was charged with four counts of animal cruelty on Friday after an undercover video showed egregious abuse towards several dogs housed at the Wolcott facility.

This just scares the hell out of me because I don't have the impression that all city and county shelters operate from a place of great integrity where they bother to screen prior or monitor their employees. Thank god this piece of wretched filth was found out, and can openly hope he's put in the slammer and banned forever from coming in contact with animals again.
