Two of the reservoirs supplying the city of Los Angeles with potable water were shut down when an independent laboratory test revealed them to be contaminated with high levels of the carcinogen bromate.

When the water boards test water quality, it ALWAYS is said to be safe to drink. If it contains to much of a particular toxin or carcinogen, the feds raise the allowable levels or the boards don't test for it.
