The photos of a small bear mistreated by members of the local Civil Protection Secretariat caused outrage in the town of Zaragoza, Coahuila.

A few days ago, workers of the Coahuila government agency received a call to alert an animal that roamed the town.

About 12 workers moved to the area and apprehended the osezna-as known to-female bear cubs, tied his legs and photographed her while suspended in the air and holding her ears.

The images quickly circulated online, especially on Twitter, where he created the # OsoZaragoza to request a penalty on workers.

Secretary of Environment of Coahuila, Eglantina Channels, said just last week workers received a training workshop to capture wild animals without abusing them.

The Zócalo Radio evening news on Thursday published an interview with the head of those responsible, the head of Civil Protection of Zaragoza, Erick Pichardo, who said the law punishes only kill animals, not other behaviors.

"Is it not the violation or respect for animals," asked the reporter Yesenia Ramirez.

"The law is very clear, nothing says 'not to kill,'" said Pichardo, who agreed to investigate whether such conduct warrants a sanction.

Internet users already created a digital campaign on Change.org page called "exemplary punishment for abuse and torture in a Osezna Zaragoza, Coahuila."

Attorney for Environmental Protection of Coahuila, Javier Rodriguez, tweeted from his account: "# OsoZaragoza Thank you for your complaint, we will act immediately. Shall not go unpunished."

this is cruel and the perpetrators must be jailed for blatant abuse of animals. they must draft laws to prosecute those who abuse animals, if not people will continue with the abuse, since the laws now are only for those who kill animals. and what purported training did the workers undergo on how to capture animals, it obviously did not work. they should be jailed.

According to USA today's update, the bear is suffering mouth wounds and body wounds, but will be released to the wild in a couple of days. I think the bear should be homed in a sanctuary outside of Mexico...don't you? As for the torturers, they have been find several thousand dollars. I do not think justice has been adequately served. How many other animals have they tortured previous to this one? They should be stripped of their jobs and forced to look elsewhere for employment, and submit payment toward the bear's transport across the border to a new and protected home. DEMONS!

8:39PM EDT October 19. 2012 - Mexican authorities have fined a volunteer fire department and civil defense office after first-responders photographed themselves with a captured young black bear that was tied spread-eagle with its ears being pulled, the Associated Press reports.

Photos, which were posted to unspecified social media, sparked an outcry across Mexico, AP says.

"This is outrageous," Environment Secretary Juan Elvira Quesada said. "We are going to go after these people with all the force of the law."

The fire department and the civil defense office each was fined the equivalent of $1,170.

Residents captured the 3½-year-old female bear earlier this week outside Zaragoza, Coahuila state, about 30 miles southwest of Eagle Pass, Texas. They then turned her over to their local authorities.

The bear is recovering from wounds to its mouth and paws but otherwise is in good condition. Officials plan to release her in a day or two.

Drought, hot weather and wildfires have pushed the bears into human habitats in search of food. As AP points out, their numbers have increased since being hunted to near-extinction 40 years ago.

Unfortunately, a wildlife inspector said, mistreatment of bears is common in Mexico. AP writes that "they face traditions of brutal bear capture and baiting left over from the old days."

Mexican black bears have also returned to the Chisos Mountains in Big Bend National Park, Texas, and one was spotted in August along the Starr-Zapata county line.

Earlier this year, wildlife biologists released a study showing that a border fence was preventing black bears from migrating between Arizona and Mexico.

Update at 8:17 p.m. ET: McClatchy Newspapers' Mexico bureau chief reports that officials announced that the bear was released into the wild this afternoon. Five of the public workers may face possible criminal charges.

He also writes that the town's civil defense chief told a radio station the law only forbids killing a bear, not abusing one.

More than 26,000 people have signed a petition calling for the first-responders to face "exemplary punishment."

I was reading an official declaration made by Lawyer Javier de Jesus Rodriguez Mendoza
He said: "The bear is a female about 3.5 years of age, she is now being taking care by medical officials, she looks sad but they are hopping she will respond to treatments"
Also that she is enlisted as one of the endanger species of the state, so they are really looking for the responsible bastards who did it. It is a very long statement full of details of the case, I wish I didn't have to work tonight to translate the whole thing, but I just came back from working all night, and I have to work tonight also, so I need to get some sleep, but if possible I will call this man or the people who are caring for baby bear.
The petitions need many more signatures so lets share so more people get involved.

I am so angry right now I can barely see straight. To say that these so called human beings deserve far worse than what they gave goes without saying. And what really angers me is that these were firefighters, people we would normally look up to and respect.
