Unfortunately human nature is fallible, so corruption occurs in about any human venture. The difference is if you are poor and being helped, the conservatives can't stand it. If you're wealthy and have your hand out, they are ready to shower you with free money. We're happy to feed unlimited funds to the bloated defense industry. For heaven's sakes though, don't give out anything free to those who really need it!
