Animal cruelty is no less heinous than cruelty to humans in part because anyone capable of torturing or killing animals is highly likely to move on to human beings. Animal abusers have a significant probability of abusing and/or acting out violently with human victims. Thus, we need to take these predators off the streets early. The penalty for animal cruelty needs to be harsh. However, those who are, for whatever reason, disturbed enough to do such a thing need access to adequate treatment and rehabilitation services to reduce the liklihood of repeat offenses upon their release.
