WASHINGTON (AP) -- Nonlethal weapons such as high-power microwave devices should be used on American citizens in crowd-control situations before being used on the battlefield, the Air Force secretary said Tuesday.

U.S. Military Academy, Air Force for seven years, ending his career as a captain and assistant professor of astronautics at the U.S. Air Force Academy. Three years with Lockheed Martin, 23 years in senior positions at General Dynamics, retiring in 1999 as Senior Vice President.

Why am I not surprised?

James C., thanks for the bio on this brute and thank you to every one who has noted this story.

He should just step up to the plate and be the test subject. Then he would know without question the effectiveness of the nonlethal weapons.

Hey, That's a great idea, thanks!

We should force feed him bacon until he dies of tuberculosis of the soul!

You first, Mr. Wynne. And while we're talking about unneeded items in the budget, let's talk about your job.

I love my country, but there are many, many things I hate about my government. I swear, these elites think they are untouchable and beyond reproach.

This is part of the strong trend of the Right now to regard dissent as disloyalty.

The real message in his remarks is that all of us who resist the NeoCon neo-facists deserve to be attacked by military means.

Maybe I'm going against the grain here -- but I'm not seeing the problem. In a riot, nonlethal weapons such as tear gas and bean-bag guns are already used (which is itself a big improvement over the original policy of shooting real bullets). I don't see the problem with swapping one non-lethal weapon out for another. The testing is for "public relations" not "requirements verification." i.e., they are NOT saying "let's fire this at people and see what happens!"

What do you propose we do when a riot breaks out?

Hi Michael,

I am politically conservative and still I saw the problem as this: there is a difference between launching a blunt but painful object at someone and shaking their molecules via microwaves. Riots have been effectively controlled in the past with current technology except when officials fear being accused of political incorrectness, which is why student protestors are more likely to be beaten down and arrested than are those championing strictly "ethnic" causes.

Also, I find it very disturbing that American citizens are being used as Public Relations non-volunteers to satisfy possible future complaints against enemies of the state. See whose opinion is more valued by our leaders?

I have read that many police officers who use Taser-type weapons have willingly had the device used on themselves, so that they may understand the seriousness of the weapon. I don't believe in a million years the Air Force Secretary would allow himself to be subject to that which he subjects us.

I think before they (military) use the non-lethal on the American people. Let see them used on the high officials fromt the military. My god, what in the hell are they thinking about.
Do it to yourself before doing it unto others. Nope.

The unspoken part of this is that Americans cannot sue the Federal Government. Foreign citizens can.

While we are all (rightly) upset with Wynne's comments, perhaps we have overlooked something from the article:

On another subject, Wynne said he expects to choose a new contractor for the next generation aerial refueling tankers by next summer. He said a draft request for bids will be put out next month, and there are two qualified bidders: the Boeing Co. and a team of Northrop Grumman Corp. and European Aeronautic Defence and Space Co., the majority owner of European jet maker Airbus SAS.

The contract is expected to be worth at least $20 billion (€15.75 billion).

Does this guy get to award a $20 billion contract on his own? That's what it sounds like. Surely, that's not the case....

I think they should stick to chimps and let George B. be the first test subject. Certainly nothing on this planet could cause further harm to that brain of his. But no, he likely is talking about the crowds in New Orleans that were trying to get to dry land.

Oh my God. Since when did part of the United States citizenry become legitimate and recommended targets of U.S. military weapons.

Well Said Bruce.....one answer might be....when the CORRUPT CHRISTIAN REPUBLICANS took our country away from us with questionable vote tallies for starters. Our current Presidential Administration consists of people who know and love each other and the rest of us can go straight to HELL. They are WARMONGERS! Few are Veterans who know about WAR and they for the most part like to hunt and kill and love their WEAPONS OF MASS DESTRUCTION.. They love POWER OVER All of us. They are GREEDY so citizens of this country and others like Iraq and Lebanon are just fodder for the WAR MACHINERY. They are so SELF IMPORTANT that being the BULLIES of the EARTH is easy.........that's the simple answer and there is plenty of evidence to back it all up.......Thanks Bruce for getting me started :) and thank you Robin for submitting this important news......let's us all know where we stand just in case we protest or have a sit-in or 5-6 of us get together in a park to talk.....we could be a MOB and not even realize !!

In case anyone wants to read my cynical take on this (cynical, but in impressive company--it comes straight from Howard Zinn and Noam Chomsky), I posted an extended screed on what I thought would wind up here, but which apparently stayed as a comment to someone's blog (sorry, can't remember the name) piece, entitled something like "who Does this guy think he is working for?" or something like that. This was two or three days ago. It's just a sort of polemic or rant, with no explicit supporting evidence. Only for the pathologically and indiscriminately curious.

'"If we're not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation," said Wynne. "(Because) if I hit somebody with a nonlethal weapon and they claim that it injured them in a way that was not intended, I think that I would be vilified in the world press."'

Oh, that's cute!

Note:

The occasional side-effect may be that some protestors may become tasty morsels. This can, of course, be of benefit in feeding the lazy homeless...

Killing two birds with one microwave!

For best taste let sit for two minutes before serving.

Do we really need to develop new ways to control people? I thought this country was all about freedom. We are not allowed to protest near the presidential motorcade any more and now they want to test weapons on people. Have you seen what these “tests” do to innocent animals?

The government hasn’t had any human compassion since Reagan was in office and it is just getting worse every year. Our government uses its power to control the actions of people all over the world. The “war on drugs”, the “war on terror”, the “global gag rule”, the threat of real war and I could go on and on.

Testing weapons on any living being is sick and wrong but this guy says that they should be tested on American citizens so that the world doesn’t complain. Hmm, that seems logical. While we’re at it, maybe we can put radiation in cereal and feed it to developmentally disabled children (oh, wait they already did that one). How freakin’ sick are the S.O.B.’s in power? I really don’t need that answered, I already know. Our Vice President can shoot his friend and they say, “it was just an accident, he was trying to kill something else.” What they are really saying is, “We’ll we give weapons to any idiot who agrees with us.”

Microwave KILLS. Many years ago two men were seriously injured by microwave exposure at the Air Force base in Fairbanks, Alaska. They later died from the injury. There are entirely too many ways to Kill. The killing machine "MENTALITY" has to change.......there is no easy solution.
