James Bamford mentioned how NSA is fixated on sexual preferences of its recruits in his book "The Puzzle Palace", probably for control/manipulation purposes.It has been speculated that some govt agencies arranged pairings between employees

These pairings are to form couples so that if conduct is out of line, the spouse is used to manipulate the offending employee/partner. By knowing in vast detail the sexual proclivity of someone, psychological manipulation can be used highly effectively.
