I’m writing to urge you to oppose SB 663. For free-roaming cats, this bill is a death sentence.

Under SB 663, animal control will be required to pick up and impound all cats found outside without collars and tags—even those whose collars have slipped or broken off. Yet once impounded, cats have grim chance of surviving: in 2006, over 66,000 cats were killed in Virginia animal pounds and shelters.

SB 633 puts all cats at risk: licensed and unlicensed, owned and unowned, pet and feral. Many Virginians care for stray and feral cats, even though they are not traditional “owners.” The consequences for these cats, who have no one to license them, are especially dire.

“Euthanasia” in animal pounds and shelters is already the number one documented cause of death for cats in the United States. Mandatory cat licensing and leash laws are a license to kill, and will only increase the number of cats killed in Virginia’s animal pounds and shelters.

I urge you not to support a bill which would lead to the deaths of so many animals. Please, vote to oppose SB 663.
