An Act

To correct and simplify the drafting of section 1752 (relating to restricted buildings or grounds) of title 18, United States Code.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘Federal Restricted Buildings and Grounds Improvement Act of 2011’.

SEC. 2. RESTRICTED BUILDING OR GROUNDS.

Section 1752 of title 18, United States Code, is amended to read as follows:

-‘Sec. 1752. Restricted building or grounds

‘(a) Whoever--

‘(1) knowingly enters or remains in any restricted building or grounds without lawful authority to do so;

‘(2) knowingly, and with intent to impede or disrupt the orderly conduct of Government business or official functions, engages in disorderly or disruptive conduct in, or within such proximity to, any restricted building or grounds when, or so that, such conduct, in fact, impedes or disrupts the orderly conduct of Government business or official functions;

‘(3) knowingly, and with the intent to impede or disrupt the orderly conduct of Government business or official functions, obstructs or impedes ingress or egress to or from any restricted building or grounds; or

‘(4) knowingly engages in any act of physical violence against any person or property in any restricted building or grounds;

or attempts or conspires to do so, shall be punished as provided in subsection (b).

‘(b) The punishment for a violation of subsection (a) is--

‘(1) a fine under this title or imprisonment for not more than 10 years, or both, if--

‘(A) the person, during and in relation to the offense, uses or carries a deadly or dangerous weapon or firearm; or

‘(B) the offense results in significant bodily injury as defined by section 2118(e)(3); and

‘(2) a fine under this title or imprisonment for not more than one year, or both, in any other case.

‘(c) In this section--

‘(1) the term ‘restricted buildings or grounds’ means any posted, cordoned off, or otherwise restricted area--

‘(A) of the White House or its grounds, or the Vice President’s official residence or its grounds;

‘(B) of a building or grounds where the President or other person protected by the Secret Service is or will be temporarily visiting; or

‘(C) of a building or grounds so restricted in conjunction with an event designated as a special event of national significance; and

‘(2) the term ‘other person protected by the Secret Service’ means any person whom the United States Secret Service is authorized to protect under section 3056 of this title or by Presidential memorandum, when such person has not declined such protection.’.

Homework, not paranoia, gets the facts. All that this bill does is prevent people from interfering with or endangering through that interference, the safety and security of government officials. It is a redundant law, but it does not really ADD anything of any significance to the issue of free speech or assembly.

I couldn't watch some of it..it's a bit horrifying.. police are being like attack dogs on normal everyday people and when it comes to actual criminals they do nothing, and the victim get blamed..

Once again the police are blamed for the decisions of their governing bodies. The police officers of this nation are sworn to uphold the laws. Unfortunately some of those laws are not so good. The officer doesn't have the privilege to choose which laws they will enforce. Their employment is contingent on enforcing all of the laws. Like you, they have families to support and feed.

If you do not like what the police are doing, you must change the laws and the lawmakers. I am retired from Law Enforcement and there were times that I had to enforce laws that I did not believe in, yet, they were the law. The officers' hands are tied. You must repeal bad laws and remove bad lawmakers.

As for individual officers that break the law, document their transgressions. Get statements from other witnesses to those transgressions; get copies of any video evidence; write a narrative explaining the allegations, and; present it all to your governing body.

To me it is obvious that America has become a police state were people have lost their basic human rights and dignity. It is a corporate dictatorship were the only focus is profit, naturally in this the environment and humans are second. And sadly this is pushed slowly to all people in the world. Well it is up to us to inform ourselves, take our responsibility and take non-violent actions accordingly.

What the law really does is allow the government to designate when & where we may exercise our Constitutionally guaranteed right to assemble.

This is a very large extension of the "Free Speech Zones" concept.
This allows the U.S. Police State to decide when, where and if one has any Constitutional rights.
"Free Speech Zones" were created to hide and temporarily jail protestors so they would be neither 'seen' nor 'heard' by the press, the social extension of free voices to those who do not realize there is a social outcry against policy and why it exists.

This section allows government to declare any function or event "conduct of Government business or official functions" which means nullification of our right to express objection and block events or acts we the people consider to be contrary to American values and principles. A recent example is the moving of the G8 conference from Chicago to Camp David, a place where Obama can feel comfortable enforcing HR 347.

This argument could go on ad nauseum.
Simply put. new legislations that, if applied to them, would serve to imprison the founding fathers of The United States of America or the Sons of Liberty (Boston Tea Party) are UnAmerican. These laws should never be allowed without consent by a vote.

I feel no need to "ADD" anything to our U.S. Constitution, I only feel the need to defend our rights as American citizens under the Constitution as it was originally written. If one recalls correctly, the Bill of Rights caused great controversy at the time it was drafted. Many argued that future generations would see it as a defining document, setting out the 'only' rights we were entitled to, rather than a document that simply 'emphasized' certain rights.

Our U.S. Constitution needs defending from the corrupt legal system that has developed in recent decades. Lawyers no longer represent the people, they simply hold our hands while we are getting screwed by smart-aleck politicians and their Fascist supporters.

Yet thousands of Americans are forced to work every day after failing faulty drug tests. The urine tests (manufactured by Eli Lilly, Bush 41 & Dan Quayle's father shared positions on Eli Lilly's Board of Directors, that is where Quayle came from as V.P.) test for more than illicit drugs. They also test creatine levels as those who use clandestine measures to 'beat' the test usually test 'low' in creatine levels.

Seems legitimate BUT people with the combination of high blood pressure and diabetes are subject to common occurrences of kidney failure which causes the same result. Those people are also forced to work for the state even though they have done nothing wrong. Don't tell me this is not true, it has happened to me.

Hundreds of thousands of Americans are forced to attend Christian Churches annually, to be indoctrinated in Christianity against their will. This is part of a well hidden. state sponsored but virtually national policy of sending citizens (even before they are convicted) to brainwashing classes. Should one complain there are "Corrective Thinking Classes" they must pay to attend to 'crush their will'.

This practice violates the Establishment Clause of the U.S. Constitution.

Politicians are the only people in the world who
create problems and then campaign against them.
Have you ever wondered, if both the Democrats
and the Republicans are against deficits, WHY
do we have deficits?
Have you ever wondered, if all the politicians are
against inflation and high taxes, WHY do we have
inflation and high taxes?
You and I don’t propose a federal budget. The
President does.
You and I don’t have the Constitutional authority
to vote on appropriations. The House of
Representatives does.
You and I don’t write the tax code, Congress does.
You and I don’t set fiscal policy, Congress does.
You and I don’t control monetary policy, the
Federal Reserve Bank does.
One hundred senators, 435 congressmen, one
President, and nine Supreme Court justices
equates to 555 human beings out of the 300
million are directly, legally, morally, and
individually responsible for the domestic
problems that plague this country.
I excluded the members of the Federal Reserve
Board because that problem was created by the
Congress. In 1913, Congress delegated its
Constitutional duty to provide a sound currency
to a federally chartered, but PRIVATE, central
bank.
I excluded all the special interests and lobbyists
for a sound reason. They have no legal authority.
They have no ability to coerce a senator, a
congressman, or a President to do one cotton-
picking thing. I don’t care if they offer a politician
$1 million dollars in cash. The politician has the
power to accept or reject it. No matter what the
lobbyist promises, it is the legislator’s responsibility
to determine how he votes.
Those 555 human beings spend much of their energy
convincing you that what they did is not their fault.
They cooperate in this common con regardless of
party.
What separates a politician from a normal human
being is an excessive amount of gall. No normal
human being would have the gall of a Speaker,
who stood up and criticized the President for
creating deficits….. The President can only
propose a budget. He cannot force the Congress
to accept it.
The Constitution, which is the supreme law of the
land, gives sole responsibility to the House of
Representatives for originating and approving
appropriations and taxes. House members,
not the President, can approve any budget they
want. If the President vetoes it, they can pass it
over his veto if they agree to.
It seems inconceivable to me that a nation of 300
million cannot replace 555 people who stand
convicted — by present facts — of incompetence
and irresponsibility. I can’t think of a single
domestic problem that is not traceable directly to
those 555 people. When you fully grasp the plain
truth that 555 people exercise the power of the
federal government, then it must follow that
what exists is what they want to exist.
If the tax code is unfair, it’s because they want it
unfair.
If the budget is in the red, it’s because they want
it in the red ..
If the Army & Marines are in Iraq and Afghanistan
it’s because they want them in Iraq and Afghanistan …
If they do not receive social security but are on
an elite retirement plan not available to the people,
it’s because they want it that way.
There are no insoluble government problems.
Do not let these 555 people shift the blame to
bureaucrats, whom they hire and whose jobs they
can abolish; to lobbyists, whose gifts and advice
they can reject; to regulators, to whom they give
the power to regulate and from whom they can
take this power. Above all, do not let them con
you into the belief that there exists disembodied
mystical forces like “the economy,” “inflation,” or
“politics” that prevent them from doing what
they take an oath to do.
Those 555 people, and they alone, are responsible.
They, and they alone, have the power..
They, and they alone, should be held accountable
by the people who are their bosses.
Provided the voters have the gumption to manage
their own employees…
We should vote all of them out of office and
clean up their mess!

Have you ever wondered what happened to the 56 men who signed the Declaration of Independence?

Five signers were captured by the British as traitors,and tortured before they died.

Twelve had their homes ransacked and burned. Two lost their sons serving in the Revolutionary Army; another had two sons captured.

Nine of the 56 fought and died from wounds or hardships of the Revolutionary War.

They signed and they pledged their lives, their fortunes, and their sacred honor.

What kind of men were they?

Twenty-four were lawyers and jurists. Eleven were merchants, nine were farmers and large plantation owners;
men of means, well educated, but they signed the Declaration of Independence knowing full well that the penalty would be death if they were captured.

Carter Braxton of Virginia, a wealthy planter and trader, saw his ships swept from the seas by the British Navy. He sold his home and properties to pay his debts, and died in rags.

Thomas McKeam was so hounded by the British that he was forced to move his family almost constantly. He served in the Congress without pay, and his family was kept in hiding. His possessions were taken from him, and poverty was his reward.

Vandals or soldiers looted the properties of Dillery, Hall, Clymer, Walton, Gwinnett, Heyward, Ruttledge, and Middleton.

At the battle of Yorktown , Thomas Nelson, Jr., noted that the British General Cornwallis had taken over the Nelson
home for his headquarters. He quietly urged General George Washington to open fire. The home was destroyed,
and Nelson died bankrupt.

Francis Lewis had his home and properties destroyed. The enemy jailed his wife, and she died within a few months.

John Hart was driven from his wife's bedside as she was dying. Their 13 children fled for their lives. His fields and his gristmill were laid to waste. For more than a year he lived in forests and caves, returning home to find his wife dead and his children vanished.
So, take a few minutes while enjoying your 4th of July holiday and silently thank these patriots. It's not much to ask for the price they paid.

Remember: freedom is never free!

I hope you will show your support by sending this to as many people as you can, please. It's time we get the word out that patriotism is NOT a sin, and the Fourth of July has more to it than beer, picnics and baseball games..

The police are being converted to private armies - and Armies Follow Orders. The police rarely "protect & defend" the Public at large, but the Poshly Private 1% instead... The police have reverted to Vietnam Era violence - that did NOT work out well for them then & it will surely bring history back to bite them in the ass again. Bullies With Badges are STILL Bullies!:(

It's a historical given; the growing revolt of the masses against the status quo gives form to dictatorial measures to control them. Time will tell the outcome...

Essentially we are seeing what the world has been seeing in their struggle against oppression. We are going back to a time where we see increased efforts to squelch dissent by the ruling class. I'm afraid I will have to take issue with anyone being divinely inspired to prophetic glimpses. Many revolutionaries around him were coming to the same conclusions and due to the ability to communicate with many, Woody came to some very correct conclusions. We must be like this ourselves analyzing news and the conditions we see so that we can correctly analyze the objective conditions. so that we can like scientists properly determine our strategic plan of action. We have no excuse to wait for heroes and for others we view as more competent. We are the heroes we have been waiting for.

Thanks for posting. After reading comments, I'm reminded that "one bad apple can spoil the barrel." At the Global Revolution website, I've watched the livestream often for the past several months in various cities. Many, many times I've seen police physically and violently attack protesters for absolutely nothing other than refusing to move. They've singled out people from a crowd, grabbed them and hit them, zip-tie and arrest them. Iraq Veteran Scott Olson was severely injured in Oakland. Students were doused with pepper spray at Davis, CA. Incidents are too numerable to mention, and it has given me a very sour taste in my mouth regarding our current state of law enforcement. Last week I read that thousands of police protested in London over their wages and pensions....hoping to see this spread like wildfire throughout the world.

Being on a street when you are not in a car driving, blocking the way, trashing places and being violent has nothing to do with the first amendment and free speech! You see the people in Russia and other places like that? These people have no choice in doing that! In 2000 when Bush and his goons stole the election you people should have done that, not now! These morons are bothering innocent people and not helping their cause at all just like the idiotic students in Quebec! They are no better than the savages who riot when their team lose or win!

True John, and if you listen to some of those who run around saying "And 47% pay no taxes at all" the gullible eat that right up, and yell, Ya, that's right tax those 47%! At the same time not be so concerned that the 1% and the Corporations are getting out of every possible tax they can through all the loop holes they had wrote in to allow them to do so.

Almost a year ago I placed a story on here titled Why Do The Police Have Tanks? Most interesting article and an equally interesting thread if anyone would care to read either.

Bless the Occupiers, they have at least aired out the dirty laundry and put the topic on the lips of people that the majority of us knew all along, things are not being done fair or justly.

It may be just one more brick in the wall, but it is a brick in a wall that's being built between ordinary people and the holders of wealth and power. President Obama: Tear down that wall! Extremly interesting, informative and thought-provoking comments! There are a few really dedicated police-people who take "serve and protect" seriously--the rest seems to be psychos with a gun, a permit to carry and a license to kill, maim and torture their "fellow" Americans.

Thank you everyone for your comments, including expressing the anger we all feel when we see such bullying behavior by public servants towards the people. I am proud that many of these comments were about restoring fairness, and getting the word out, and moving the puppet politician aside in order to tear down the wall ourselves. No one else can or will tear down the wall. When we take the bricks in hand and remove each one and feel our body taking apart the wall, then we know truly that the wall is down.

I am proud that Occupy declares "People should not be afraid of their governments. Governments should be afraid of their people." Amen. That is the right order of things.

Unfortunately, I followed a link offered in a comment and found that the Care 2 cult of self defeatism and despair was flourishing on Saturday 8/27/2011.

"I am not sure how to get out from under Ian either but if the masses do not at least TRY to do something they are dead anyways."

And a whole bunch of other statements about "the government wanting to kill 90% of us or more. The depopulation agenda is already underway." Typed by someone probably sitting in an easy chair, probably sitting in an climate controlled structure. AND still in possession of enough critical thinking skills to know that a SWAT team with stun grenades, ready to kill was NOT going to break into the room in which this individual was typing these comments into a public forum.

I have no idea what causes this despair and self defeatism but I know that it is toxic and a discredit to all of the Occupiers out on the street struggling for change and many also dedicated to making change happen.

Thank you again. I found inspiration in so many comments.

Not your typical story here but I learned about Marxism from a Police officer in Chicago who was against the upscale gentrification and profiling poor black people to force the poor out of the area so that developers could take hold of the land. Of course this officer shall remain nameless. He has probably since been forced off the force for not complying with department policy. Most people still retain their conscience even if they've dulled it by misinformation. Some officers will be profoundly affected by the events of violence they inflict and others can and will justify their actions with the mental adaptation of rationalization. Unfortunately they have made the profound error that their job means to protect and serve society as a whole when their true orders are to protect and serve the private property of corporations and the 1%. Some officers are into the power they feel when inflicting pain with impunity on the marginalized, while a few shun that behavior. Unfortunately as a Marxist I cannot trust a police officer with giving them information about social justice events because it often conflicts with the ideas of the 1% with their holding of power and possessions, and the officers are more likely to respond to those interests and break up meetings that conflict with these 1% goals.

During the anti-Vietnam-War years, I actually saw some cops and, especially, young National Guardsmen question orders. Not often, understandably; but it did happen; and the effects of that did sometimes ripple
upward in positive ways. One can't depend on it, as you point out, one cannot trust police, but one should not hate them as individuals unless they truly earn it. Of course, in the words of a song from the 60s, do not let them turn us around, either.

During the street activities of the 1968 Democratic National Convention, which I attended as an SDS member, I met Chicago policemen who actually said how much they hated the position they were in and how much they hated the Viet Nam war.

The police are doing their jobs. When you protest there are laws you must follow. You CAN protest peacfully in the US. Go try doing this somewhere else if you really want to see the difference.

They have protested peacefully. Remember to women that were netted and pepper sprayed? The story that broke the news on OWS that was peaceful, that the first act of violence was from the police!

There is a large amount of evidence on film and written where the protesters are being completely peaceful until the police are swinging upon them. That is the violence, the police upon the peaceful citizens.

There has been some non police violence as of late, but that isn't from the main body of OWS and others who are protesting. This is an old dirty trick that the Elites, now called the 1% has done in the past and uses today, called placing in plants or provocateurs to stir up trouble.

This is done so the less informed believe that the thugs are the protesters rather than the police or others hired to give negative news and hence hope that the voices will go away in time. There is also the black bloc that is doing it's own thing and is not part of the majority of protesters. Because a few people cause an issue does not mean every protestor agrees with it, is part of it, and does not deminish the reason why they protest to begin with.

I suspect that someone has been watching too much Faux News, many of us know whose pockets they are in.

Well, if small victories count let me add that on Mayday here in Seattle they were as nice as could be in general, and when one cop confiscated some contraption a kid had that had all sorts of lighters attached to it (?) within 2 feet of me, i video taped the whole thing and they were both polite to the kid and never once tried to stop me.

Small acts can lead up to great things :-)

I think it is very important that we do not antigonize the police. We must be in adult mode, and set the stage for mutual respect, even though our viewpoints may not merge. Most of us, and most of the police do care about our country. We can and should be able to express our 1st Amendment rights. Of course there are hateful individuals on both sides, but if we descend to the level of the bad cops, we will not win. Righteous anger tempered with self-control goes a very long way in accomplishing constructive goals.

The police in Oakland and some of them elsewhere were definitely out of line, so I hope things don't degenerate as they have in some places. I've seen footage of police whaling on protesters, and I've also seen demonstraters, often quite young, taunting officers. This won't help any.

Inform yourself, seek evidence / witnesses.....you can not kill an idea; keep on protesting for as long as it is necessary. Keep on fighting the 1%, the corporate banks are the real criminals. Vote accordingly. Go Occupy worldwide !! YOU ARE THE CHANGE.

Thank you, Judy, for your observation that the problem is the Bozos on Wall Street. I have some great Occupy songs from the encampments that are about the bozos on Wall St. They are not in a YouTube format and I cannot figure out our to post them in the Care 2 Sound Sanctuary.

And Monka some of the encampment Occupy songs are about this being a worldwide movement and I cannot figure how to post them either.
