Instead of modern humane methods of rabies prevention, government officials in China often resort to mass slaughters of dogs, called culls, in which dog-beating squads kill any dog spotted on the street, even if it has an owner.

The first draft of national animal welfare legislation for China is under review; if passed into law, it would permanently ban these cruel dog culls.

The killing of dogs by clubbing, beating, or hanging them during culls is cruel and inhumane. The images of violence and brutality associated with these culls are very much in contradiction to the image China hopes to project to the world: a country that promotes compassion and harmony between animals and people.

Indiscriminate slaughter of dogs is not an effective way of controlling rabies. Rabies has been successfully controlled in many countries by humane management of dog populations and by improving public education about effective disease control and treatment."

[Yes, I know we kill dogs indiscriminately too, in animal shelters--but this is different--it's just a wholesale slaughter of dogs, whether they have owners or not.
