The planet is in a rapid state of decline. Elephants will not survive in the wild for much longer. Yes, punish the poachers, but also enact a plan to capture as much elephant DNA as possible in the time that's left. If we survive the crisis that is coming, then we might be able to reintroduce the elephant to the wild at a later time when the environment has finally recovered from our foolishness.
