The claims and applause here demonstrate extraordinary naivete about the present Bolivian government. While the Evo Morales regime may promise anything it wishes as a public relations exercise, a prudent perspective would bear in mind that Morales himself has participated in llama sacrifice on several occasions, and that the Red Ponchoes, as his Aymara cadres call themselves, on November 22, 2007 made a public spectacle of beheading two dogs to send a warning to their political opponents. Morales himself reportedly was present and encouraged the killings.
Inasmuch as Morales has repeatedly told the world X and done Y, often thumbing his nose at outside opinion, any celebration of a "victory" is far premature.
