Advocates such as Doyle and Richardson would prefer to make that determination independently. They complain that the zoo has refused to release any medical records on its animals.

"They'll never get them, ever," McCusker said. "They would utilize those documents for all the wrong reasons and don't have people capable of interpreting them."

The USDA inspects any publicly filed complaints, a spokesman with the agency said.

Now if they have nothing to hide, why hide the medical records?

Smacks of corruption. I pray that Lucy finds a decent retirement home.

Elephants are so mistreated and are the most gentle of creatures!

ALL elephants should be in the Elephant Sanctuary where they can live out there life in peace without the bull from human kind!

My heart breaks when I see them in circuses and other such things.

When I look at the eyes of an elephant, I see another human beings!
