It's a good idea with animal welfare in mind, but the petition is quite vague. I am also greatly concerned about the passage of laws in states and cities and their individual definitions of "hoarding." A friend of mine lived in a city where having more than three animals of any kind (including aquarium fish) is defined as hoarding. She almost lost her four cats (the only pets she has) because of city ordinance naming her a hoarder. Her house was clean, by the way. She packed up her belongings and promptly moved out/abandoned her house so the city would not forcibly remove the cats and take her to jail if she refused to give up her four furry babies. My point is that putting a pen and paper in the hands of congress and telling them to write something is not always a good idea. This type of legislation would only help if the law is clearly defined. And as far as educating law enforcement on symptoms of hoarding, that's unconstitutional and is outside the course and scope of their duty and purpose. What that would do is to increase the power of the police state, allowing for police inspections of premises where pets are known to reside to inspect living conditions of citizens. That is unacceptable. There are already laws in place and there is due process for those accused of breaking the law with respect to animal hoarding. I would be more in favor for a community-based intervention/assistance program, and of course "Low-Cost" (of even free) spay/neuter programs rather than mandatory spay/neuter.

The woman in this article was clearly sick and there is no doubt intervention should have come much sooner.

Noted - but yes, it depends on the 'mental state' of the human whether animals are being 'hoarded' or not.
