As a good start, some retailers such as Target and Whole Foods offer cash rewards for consumers who bring in their own reusable bags, however, on a planet whose resources are wasted daily by thousands of people, more needs to be done.

I'm sure there are more stores, such as Frys, who would be willing to join in.

One of the employees at Frys told me customers often put bag into bag, as many as 3. She winces but can do nothing.

Signed. That would set trend all over the world. Already in India, in hotels and shopping malls, if you get the plastic bag, you would be charged extra. So people have started to bring their own carry bags!

Signed...happy to say that at least at the grocery stores here in So. California so many people bring in their own canvas bags and they do get a small rebate!
