Families are so poor that they have no recourse in sending their daughters out to work. While the legislation is twiddling their thumbs and gutless on enforcing the laws to prosecute traffickers, let's examine an alternative idea: birth control, family planning, prophylactics and sex education. The use of prophylactics may be used two fold: birth control and reducing the spread of communicable diseases (HIV).
