One of California's top wildlife officials found himself in the political line of fire Friday, after a photo surfaced showing him holding a dead mountain lion he killed in what appeared to be a recent big game hunt.
Daniel W. Richards, president of the California Fish and Game Commission, shot the lion in Northern Idaho. The photo was posted on the web site of Western Outdoor News, a hunting and fishing publication.
Mountain lion hunting has been illegal in California since 1990, when voters passed Proposition 117.
Within hours of the photo appearing, callers deluged the state Fish and Game Commission office and the Humane Society of the United States urged Richards to step down.
"It's not illegal. But he's thumbed his nose at the people of California," said Wayne Pacelle, president and CEO of the Humane Society. "He's supposed to be representing the interests of all California citizens. It seems like such a tone-deaf action. What part of no doesn't he understand?"
Richards did not respond to requests for an interview.
But on the Western Outdoor News web site, Richards, 59, is quoted as saying that he shot the lion with a Winchester Centennial .45 carbine on Flying B Ranch. The 5,000-acre property in Northern Idaho charges $6,800 per person for a seven-day lion hunt.
"I'm glad it's legal in Idaho," said Richards, who is a life member of the National Rifle Association.
A San Bernardino County Republican appointed to the five-member commission by former Gov. Arnold Schwarzenegger in 2008, Richards has been its most outspoken advocate for expanding hunting, often clashing with environmental and animal welfare groups.
As president, Richards can set the commission's agenda on a range of issues including endangered species protections, ocean fishing rules and all types of hunting regulation from rabbits to black bears. If he were to bring the dead mountain lion back to California from Idaho, he would be in violation of state law.
Proposition 117 banned the possession of mountain lion parts or trophies killed after 1990. Last year, Gov. Jerry Brown signed a bill creating a narrow exemption for museums to display lions killed under permits from the state Fish and Game Department.
The governor cannot remove any member of the Fish and Game Commission. However, the state Legislature can, with a simple majority vote.
Assemblyman Jared Huffman, D-San Rafael, chairman of the Assembly Water, Parks and Wildlife Committee, said Friday he is considering introducing a resolution in the Legislature to remove Richards.
"He's thumbing his nose at California law," Huffman said. "He's mocking it. Frankly, I think he should face the music and step down. He's done something that's a disgrace to his position and to responsible hunters in California."
Environmental and animal welfare groups that wrote and passed the ballot measure in 1990 banning lion hunting argued that the practice is cruel and unnecessary, because unlike with deer, turkeys and other game, hunters do not eat lions. And they argued it upset the balance of predators and prey. Hunting groups attempted to overturn the measure in 1996, but voters again chose to keep lion hunting illegal.
Richards' term expires next January. He was voted president earlier this month in an odd 2-0 vote in which two commissioners who disagree with his views, Mike Sutton and Jack Baylis, abstained, while the former president, Jim Kellogg, whose term as president expired, supported him.
One commissioner, Richard Rogers, was absent due to an Achilles heel injury. Rogers said Friday he is likely to support another vote to choose a new president at a commission meeting in the next month or two. If Richards is removed, the current vice president, Michael Sutton, a biologist who works for the Monterey Bay Aquarium, would become president.
Meanwhile, Richards is facing more political fallout.
In 2010, his former business partner was indicted, along with three other men, on charges of bribery, conflict of interest, tax fraud, tax evasion, perjury and forgery. San Bernardino County prosecutors said the indicted men worked to corrupt public officials in connection with a $102 million settlement in a land development deal.

This Bastard! How I long to one day hold this animal in my arms and have him alive and just smoother this beautiful creatur and roll around on the ground playing with him. Yes, he is isn Heaven Issiah Chp 11 clearly states that the lion will lay down with the lamb. As what was once a preditory animal of such towards the lamb they will lay down side by side and there will be predatory behaviors there. The same hols for humans, there will be no ugliness by those who kill for evil. WHY/ Because they will be no more!

I see a wondrously beautiful dead LION in this picture being held by an arrogant, egocentric human. If I had to choose on the life or death between these two, I would eliminate the arrogant animal. There's no rhyme or reason to kill a critter that is not for survival, food, Thank you Maria

I am writing to you in indignation and I speak for many.
Mr Dan Richards is in a position where we think he should not, nor any avid hunter. The mission of conservation of our animals should not be biassed. At this time there is an outrage regarding an photo of him which I will provide for you, holding a dead mountain lion, which in his own state, is protected. He went all then way to Idaho just to kill this majestic animal, not to even be able to take back home, just to give it away to Mr Joseph Peterson at the Flying B Ranch, that organized "the hunt".
We have created two petitions that are viral. One petition is asking him to resign, the other asking the commission to fire him:

I have been working really hard on this, to see there is a new petition promoted by Cher FOR THE SAME...this to me is not good, as it makes people think they already signed, when they signed the other, good for nothing in the end. Many petitions with few signatures are not going to cut it!aghhh!

I sent a mass email out today to all of my friends (including you!) containing your two petitions and making sure you got the credit you deserve for it.

To look at it another way, Cher has a lot of Care2 contacts and can help spread the word on this very important issue. Your petitions are seeing a spike in signatures now that I helped spread the word. >^..^< M.

I just realized something: in the petition posted in news by Cher, the individual in question is called "Daniel R. Walker," but in the article above, he is called "Dan Richards." I'm confused. This is going to cause signers confusion as well. Crazy.

Dear Maria, though I am not here to much due to health, I did forward your news and do know there there are now a couple petitions out there. Maybe one person can get all of the petitions that are related to this horrific shooting all posted together and into the group We all Love Animals there are over 600+ people in that group and maybe it can get promoted more, I have done what I can dear Maria at this point and it is extremely important! I do know that a bunch of the people that have left comments here also have their own special groups that people go to sign petitions...Eco has one that I don't know if you are a member or, I just signed a ton of Williams petitions on, join or of you are a member post in these groups DO KNOW THAT IT IS IMPORTANT THAT ALL OF THE PETITIONS THAT ARE RELATED TO THIS BE ON THE SAME LINK, THAT WAY PEOPLE WON'T GET CONFUSED AND THINK WELL I SIGNED THIS ONE AND THEN MISS IT TOTALLY. - Michelle S is a part of several groups and she works very hard in promoting animal petitions. I do hope this helps and it is quite distressing when you work so hard and petitions become at a stand still! Will continue to try hard dear on this! He just can't stay in his position - what an arrogant idiot, what the freak did he think, that Californian's were just going to let it pass! This is Unacceptable/Excuse-less!What/who is he trying to prove something to,in the name of a sport.If you really need something to entertain yourself or prove something with so bad,do a real sport that actually shows skill not just appalling need to ends somethings life,can't you find better ways to use your money,like on something that might make a positive difference!This is sad,we humans are so ungrateful for what we have,and a distorted sense that we're entitled to do what ever we want to any other living thing just horrifies me,where do we get off disregarding everything and anything living thing around us,such shameful,undeserving the human species can be!STOP KILLING!
