I was watching this . . . and was appalled! This was not just one out-of-place comment issued by a singular representative, it was a concerted effort by several (on behalf of an entire party) to interfere with civilized debate.

I must say the chair handled the situation poorly. I have presided over proceeding before and had a member who was disruptive. I was able to end the disruption by warning the member that if they continued I would have the Sargent at Arms remove the disruptive individual from the meeting until all others had had an opportunity to speak. Both the House and Senate operate under the Rules of Parliamentary Procedure. Those rules clearly state that individuals who do not adhere to those rules can be removed from the proceedings. If they want to act like children then they need to be sent to "Timeout" like naughty children.

If you want to talk about civilized debate, keep in mind that this tactic is not used solely by just one party. Both sides have behaved poorly in the past, and as their employers, we would do well to remind them of what we expect from our representatives.
