The people using this are polluting the air and should be charged with environmental pollution fines.

Of course, if we develop a way to redirect the smoke to the interior of their vehicles for a minute or two then obviously this trend of conservative protest would end fairly quickly.

Sorry will not sign as you are barking up the wrong tree, which you would know if you bothered to check. The EPA can set standards for makers and maximum limits for cars BUT enforcement is up to local DMV and local police. So while it is technically illegal you can bet that Red States like Texass et alia are not going to do any enforcement. And if the EPA does do something it will be much to the delight of the Repug/Tea Bagged as it will give them more ammo to attack the Tyrannical Obama Administration and was time and Millions of dollars on Repug House Witch Hunt Committee hearings.

It's mostly young men (some of the people on Care2 would call them boys) that do it for fun. It's already illegal, the police should take it seriously but it's not a matter for the EPA, next there will be calls to ban charcoal barbecues and stories of how some people use to much fire starter as a protest. It's technically no different than when the trucks used to throw on the high beams to blind you, dangerous, stupid, against the law for certain, but not sinister.

Sorry Lloyd, most of us can't sit by and just watch people disrespect the environment and other people. Although some may think they are only childish pranks, these people on purpose troll around looking for bicyclist to send a spew of this carbon upon which being out in the open they have no way to get out of it. They also spew out this dark cloud onto cars behind them blocking their vision, that could cause an accident or even someone's death. I do not think this is a foolish petition at all and it's nothing comparable to someone using extra charcoal or lighter fluid on a grill in their own backyard as John mentions.

One question! Dandelion, I am not talking about doing nothing, I am talking about effective pragmatism and putting your efforts to the best possible use. The coal rolling is already a crime but the EPA does not do the actual enforcement, if you want the law enforced you are going to have to apply pressure on the enforcement agencies which are State based not EPA based. Petition those local agencies/law enforcement agencies where the crimes actually occur to get real legal consequences for those crimes. While it is true that the EPA does write the regulations, but not necessarily the actual laws, quite frequently, as in this case, the actual enforcement is up to the State EPA equivalent.

Costs from $1,000 - $5,000 for modifications, then extra for gas, then they admit they know it isn't good on the environment, could cause accidents, but hey, it make them feel why not. This is the selfishness of those who I think Shirley A. speaks about in her comment.

As I didn't write the petition Lloyd I hope you are following through on exactly what you said as well as others. In the meantime this lets the EPA know that there are clear thinking people out there as well as sends our own political statement that we are not all brain dead.......yet......although if enough people keep polluting our foods, air, and waters we will be.

I don't believe in taking away people's vehicles as that opens up another can of worms just like the property that is seized when someone has marijuana. Gives too much control in the hands of people who just "take" in order to pad their own police force or personal pockets. However, Community Service would be an excellent idea and to go to a few classes to understand how their actions impacted upon the environment and others would also be a good thing. I wouldn't throw them in jail, the taxpayers are paying enough to keep people in this Privatized Prison Complex we have in this Country, but they could pay a fine, have it go to a fund to help the environment.
