9 most notorious? In history? I'll give you Weinberger and Rich. The rest are pretty small potatoes.

The list would be far more significant if it included the folks who were never arrested, charged and convicted of their crimes. I'm Thinking of Chile's Agusto Pinochet, the generals in Argentina, George W Bush, Dick Cheney, Lloyd Blankfein, Ken Lewis, Henry Kissinger, Richard Nixon, S Korea's Chun Doo Hwan, Indonesia's Gen. Suharto, Idi Amin. All the above received pre-arrest pardons for some of the most vile crimes in human history.
