Dog breeding needs to be controlled and we need to take action now



Chancepixies Animal Rescue, a registered charity in England and Wales, are committed to a drastic reduction in the number of abandoned, needlessly killed and unwanted dogs and those dogs that present a serious threat to the general public.  Unlike many other organisations, we have no hidden agenda, our aims are purely to promote and protect dogs in the UK.



In order to effectively action these changes we want legislation to be introduced that will make all breeders responsible for the dogs they choose to bring into the world beyond the point of sale.   In other words if you are not prepared to rescue, don't breed!



This can be achieved through the implementation of compulsory Fit for Breeding tests.  Fit for breeding tests are already used in some other European Countries with much success.



Responsibility beyond the point of sale means that if a puppy/dog owner is unable to continue with the dog, for whatever reason, the breeder will take back the dog and find a suitable solution.


Breeders will also need to ensure that all dogs are micro-chipped/tattooed and be DNA profiled, thus providing 100% proof of parentage and a certified way of tracing the dog back to the owner/breeder. 
Fit for Breeding tests, alongside these identification measures, should also include aspects of health, character and conformation testing.

We the undersigned, are writing in support of the initiative by Chancepixies Animal Rescue, a registered charity in England and Wales, to seek a drastic reduction in the number of abandoned, needlessly killed and unwanted dogs and those dogs who present a serious threat to the general public.  



With thousands of dogs a year being needlessly killed and 65,000 people a year being admitted to casualty due to dog related incidents, we believe a change in legislation is needed to introduce a sensible solution, not only to these problems, but also to the millions of pounds of taxpayers%u2019 money being spent every year on stray dogs and council pounds, the thousands more dogs sitting alone, unwanted and abandoned in rescue centres, the falsification of pedigrees %u2013 allowing banned breeds to be re-introduced into the UK, the use of dogs for fighting and as weapons for the intimidation of the public. This needs to change and the breeding of dogs needs to be controlled.



In order to effectively action these changes we are calling for legislation to be introduced that will effectively manage dog breeding. A radical overhaul of the current system can be achieved by the implementation of compulsory %u2018Fit for Breeding%u2019 legislation. %u2018Fit for breeding%u2019 tests are already used in some other European countries with much success.   Once implemented, these measures would have an immediate effect and, within 10 years, offer a lasting, long term solution to what is an ever growing problem of great public concern.



The %u2018Fit for Breeding%u2019 legislation will make all breeders responsible for the dogs they bring into the world beyond the point of sale and enforce a robust list of criterion for the breeding of dogs.


The legislation will enforce the following for ALL dogs used for breeding:
 


%uFFFD         Responsibility beyond the point of sale - if a puppy/dog owner is unable to continue caring for the dog, for whatever reason, the breeder will take back the dog and find a suitable solution.  Dogs, unlike children, do not grow up and become responsible for themselves, if breeders choose to bring puppies into the world, they must retain some responsibility throughout that dog%u2019s life.


%uFFFD         Identification - breeders will ensure that all dogs are micro-chipped/tattooed and must be DNA profiled, thus providing 100% proof of parentage and a certified way of tracing the dog back to the owner/breeder. This will also ensure banned and dangerous dogs are not reintroduced by falsifying pedigrees.


%uFFFD         Health and Character Tests - dogs pass on both genotype and phenotype and so should be of sound health and character if they are to be bred from thus ensuring their progeny is of correct temperament and health.  No dog that is fearful or aggressive should be bred from.




In the case of Pedigree Dogs:


Conformation %u2013 checks should be carried out on a breed by breed basis to ensure that exaggerated or unsuitable dogs should not be bred from.
Character %u2013 it is important that each individual breed is %u2018fit for use%u2019, in other words that it still holds some of the traits that it was originally bred for. 


Health %u2013 should be on a breed by breed basis and those that do not sufficiently pass their test, should not be bred from.



In the case of %u2018Designer%u2019 Dogs


In the case of a breeding of first crosses, for example Labradoodles, the Pedigree dog criteria should be adhered to for the dog and bitch%u2019s individual breed, in this example the Labrador and the Poodle.



In the case of %u2018Companion%u2019 Dogs


In the breeding of unregistered pedigree dogs, second crosses or mongrels, the same measures for identification should be adhered to, with health and conformation checks to be carried out by a qualified veterinarian, prior to breeding, thus ensuring that health and conformation traits which could affect the health and well-being of the progeny are not passed on. 


A general character test should be carried out and passed to ensure that the dog is not nervous, afraid or aggressive as a minimum requirement.


In effect, there will be 3 databases to record the breeding of Pedigree dogs, Designer dogs and Companion dogs by using existing databases and/or creating new ones.


Penalties for not complying with these measures should be on a case by case basis but could result in the dogs being removed from the offender, a ban on keeping dogs, a fine of up to %uFFFD1,000 and imprisonment to a maximum of 6 months for the more serious offenders i.e. breeding or re-introducing banned breeds through falsified paperwork, these measures are in line with the current rulings regarding the Dangerous Dogs Act 1991.


Imported Dogs - Imported dogs will also need to be registered and DNA profiled.


Code of Ethics - A code of ethics should be adhered to in the case of all dogs and there should be a code pertaining to each specific breed which should involve the welfare of each and every breed or dog regarding good breeding practices.  For example: a minimum and maximum age for breeding; a maximum number of litters from any one female and; the length of time between each litter controlled (not to be bred on consecutive seasons etc).


In short, if a breeder thinks that they will not be able to rescue, then they should not breed!


Currently, legislation allows councils to destroy stray or abandoned dogs after 7 days or pass on their responsibilities to local pounds%u2013 this has to change.  It is not the pound, but the current Government legislation that is resulting in the killing of these dogs.


There is legislation already in place to control farm animals and fishing, to enforce television licensing and to prevent the public from dumping their fridge or car. We want to see the same level of legislation implemented and enforced for the humane management of dogs and dog breeding.
