Medicare for US Citizen Retirees in the Philippines

WHEREAS, the present regulations governing Medicare USA do not allow the continuance of the Medicare privilege if the entitled retirees were to live outside the U.S.A.,


WHEREAS, aging U.S. citizens, due to geographic limitation in coverage, are not now able to utilize their U.S. Medicare benefits for long-term care or short-term illnesses while on temporary visit or permanent retirement in the Philippines; 


WHEREAS, such limitation prevents U.S. citizens of Philippine heritage from exercising their basic right to adequate health care at the time of greatest need, despite having fully earned their U.S. Medicare entitlements;


WHEREAS, Medicare coverage for aging and eligible U.S. citizen retirees in the Philippines will help alleviate the rising cost of delivering health care in the U.S., will represent substantial savings to the U.S. government, will be of great financial benefit to the people that it serves, and will be a win-win situation for all;     


WHEREAS, a large number of U.S. Citizens who are currently entitled to Medicare USA would like to return to the Philippines, where health care and living expenses are much more reasonable and cost-effective;


WHEREAS, providing access to U.S. Medicare benefits for qualified U.S. citizens who elect to visit or retire in the Philippines is the right and moral thing to do, and is reflective of the highest principles of a Christian and a democratic nation.


NOW THEREFORE:


We present this PETITION for your good office to initiate legislative measures and allow qualified U.S. citizens to avail of their U.S. Medicare entitlements/benefits when they visit or retire in the Philippines
