Gates was not appointed he was allowed to remain in his position but could be replaced at any time down the line .I think the reason Obama has not replaced Gates is because we are still in two wars and he most likely wants to get a better fix on where those wars are going and what should be done .I would say he will probably replace Gates either in a couple of years or in Obama's next term ,"as I am pretty sure he will be an 8 year president !
