smokers for making a stupid choice, tobacco companies for hiding what they knew while they profited selling a product that killed, and the government for letting the tobacco companies buy their silence for most of the 20th century.

I'd say the weight is on the Tobacco companies. They were not forthcoming about addictions or the chemicals they put in their products.
