The technology is there and American car makers are as capable of applying it as any others. I think that Americans are becomming more willing to support this effort after this recession.
If they truly put resources into R&D of the necessary technologies, then yes. But they likely will not risk such investment over fears of lower short-term profits. Their ability to plan for long-term profits seems quite poor.
They can work together to save energy, natural resources & water in their operations! Secondly, they can expand telecommuting to save on office expenses.
Thirdly, they could greatly reduce inventory in only making cars that have been ordered & financed!
Fourthy, they could encourage carpooling, scootering, bicycle commuting & public transportation to their employees to save $$ on parking spaces!
