As a tourist gimmick, yes. As a mode of transportation for people such as the Amish, no.

The horses shouldn't be on busy city streets, and they shouldn't have to work the horrible long hours they do. We are not in Victorian England or Edith Wharton's New York.

As long as they are well treated, well fed, not working in extreme heat or cold, and the animal's safety is always a first priority then only occasionally. I do not believe any animal needs a full-time job. When I say occasionally, I believe any animal likes activities that are not routine.

It's just another form of animal subjugation, and horrendously cruel the majority of the time. Anyone who thinks differently should do some research.
