Mostly yes but it depends on the animal in question and if the breeder is ethical, not puppy mill breeders.

I think it is unethical to breed more puppies and kittens.

I don't think it is unethical for shelters and rescue organizations to try to recoup some or all of the expense of their work, whether you call it "an adoption fee" or "selling."
