It depends...all the cities are different, and some may be really, REALLY rural. (and some urban).

No,there should be no ban if there is adequate space for the chickens (or goats, etc.,) to live a good life and for the chickens to have an area to free range. They need to receive proper care and attention. Some yards are quite spacious.

I would say it depends - if very busy and heavily polluted could it not potentially be distressing or harmful to the animals?

It should depends on the city and the living space, can't a people feed a lots of chickens in a residence area right?
