They (and we) should grow crops appropriate for the region in which they are planted, and irrigation should be planned for the most benefit using the least water.

For example, California shouldn't be throwing so much water at almond groves owned by farmers who didn't have a sensible location for planting or irrigation plans for the inevitable statewide droughts.
