No animal cruelty should ever be tolerated and left to go unreported. The abusers can be intimidating to us, so let the ASPC police deal with them. Kudos to all who protect and defend our animals, pets, companions and babies/family members.

Even though I am very young I would confront the owner and call the police. People can be so cruel.
