even newborns can learn more than one language at a time. maybe not set lessons in grammar and structure, but you can begin using words and expressions, teaching culture etc, at any age

1st to 4th grade. Preschool seems too early when the child may not even have a basic grasp of his own language yet. However, learning a foreign language tends to be easier the earlier you start when the brain is like a sponge absorbing information, so I think 1st to 4th grade will be a good age to begin.
