If we consider corporations people then they should follow the same laws as citizens, and be subject to the same punishments. So if a corporation steals from the public, not only should their be a fine but all the executives must be imprisoned.

No. They are businesses, not living breathing individuals. They have no consciousness or feeling. Unfortunately, the living breathing board members that govern them frequently don't either.
