I think hospitals should focus equally on both. Preventative medicine or approaches are always a better option.

I think of hospitals as places for emergency and critical treatment and for surgery. I believe the healthcare profession has a place in preventive medicine, but I think that would be best handled through outreach centers in the community or schools (or is that already implicit in this question?)
