I think there should at least be administrative policies in place at individual websites that prevent people from social network cyber-bullying and threatening others.

See also the recent Supreme Court case of the ex-husband making Facebook death threats against his ex-wife. He says he was just "venting" and it is his free speech right. I think if he'd sent the same language through the U.S. mail, or to a public official, he would be in jail now.
