Most definitely! I'm a an emotional wreck when I accidently hit an animal with my car, it'd be a hundred times worse if I see my own animal killed!

While it is definitely distressing, I'm not sure what needs to be 'legal' about it. But then I don't live in a country that has access to litigation about such things. I wouldn't get any aid for it, I'm not sure I would get aid for watching my husband die either.
