Yes, both are good ideas. I think a school uniform would have made my middle school years more bearable.

However, I don't think hair length (the subject of the linked article) is within the purview of the school. Clean and tidy hair while in school hours; length and style up to kid and parent.

Hygiene yeah, no dress codes, I think part of being an individual is dressing how you want not like everyone else.
