Should city governments be able to ban private property owners from raising chickens in their yard?

Yes, for size of property, number of hens. No roosters in heavily populated areas.

I think if they had to have the chickens beside their own house they would think twice. Most people put them to the back of their property, which ends up being closer to their neighbor. They are very smelly if their coops aren't cleaned weekly.

It should depend on how close their neighbors are. I have lived by people that keep animals well away from their own house, but within feet of their neighbors. Some people are inconsiderate so ........
