No, the easy way is not necessarily the best one. We must find other ways.

I sure wish I had answers to the animal situation. Maybe make it a crime for not having your pets spayed or neutered?

No. They shouldn't euthanize the homeless, innocent animals. We need to end the problem by changing the laws re spaying/ neutering. Anyone that's in possession of an unneutered or unsprayed animal should be charged a hefty fine. "Breeders" should not be allowed unless they are licensed or certified. Dogs and cats should NOT be sold in pet stores. If they're discovered to be doing so, the store and/or the chain should be heavily fined. Dogs bred for fighting should NEVER be allowed and, if discovered, they face SERIOUS FINES as well as mandatory prison time. City and/or state investigators should do unannounced visits to any stores and backyard breeders that they learn about through tips and want-ads (including Craig's List) re "Cats" or "Dogs" for sale or "Free to a good home." All fines should go toward building and maintaining animal rescue centers. Animals should not be euthanized because of stupid people that can't be responsible! Animal abuse laws should be strictly enforced and the hefty fines from those atrocities should be earmarked by local shelters!
